and whatever state you are researching its always good idea to scour the department of family services site. the private boarding schools often would take in other kids through DFS/court systems and the fee for service would offset any living/tuition
Are state contracts also listed on the DCFS website? I found a backwards way of doing the financial research to figure out if they have state contracts and/or DCF funding but your way would definitely be easier.
it really depends on the decade... now they have to disclose grants/contracts but they may not of had to back then..... DHHS holds records though for client purposes and verification. they may have an archive of contracts somewhere. but there are also a lot of reports that disclose problematic facilities that may be helpful in linking you to the heavy hitters

so the goal is to focus on the dynamics of how kids were put in these facilities... kind of the starting point.. and also the billable party...polinsky appeared to be state, porterville looked like county, and kanuaka is a 501c3 but also religious based so i would assume connected to that in some way. but basically i tend to like to deep dive into facilities to learn trends or different things about the culture/history to grab different details that are very personal to that docket.. example -- meadows az yrtc campaign one of the psychiatric trouble teen facilities (mingus mountain) is owned by sequel youth and family services... we learned through deep dives and interviews about this wild culture of "mountain lions" very cult-ish but through that we found massive online support groups we joined and were able to kind of speak their lingo to gather better info
