Yeah, it def can be commissionable without being billable. We have screeners

They screen files, even if they aren't closed/signed, they are paid commission

Let Ryan know it's similar to the Signed e-Sign IN PROCESS status, to where it's a step before becoming billable

This is just like a milestone in the completion of a process. We want to track that milestone and have the agents get paid for pushing to their milestone. It only becomes billable after all milestones are met and the process ends in the VSS department with a billable status
