PNC was sexually abused by Jessica Vought and Mr Montecello over 30 incidents of oral copulation and rape. The PNC is able to identify both abusers and provide a detailed description. Reason for Review: PNC was not placed in a listed, qualifying facility. PNC says he was placed in Keweenaw Academy. I cannot find the specific facility, but I found the Illinois Youth Center (IYC) in Kewanee, Illinois, was a state-run juvenile detention center. It was a maximum-security facility for juveniles charged with violent crimes or those with mental health issues. The center was closed in 2016 as part of Illinois' efforts to reduce juvenile incarceration and shift towards community-based rehabilitation.
